The arts councils distribute public money at arm's-length from the Ministry to professional artists, and advise the Ministry of Education on formulating and implementing policies for the arts. The system comprises nine national arts councils (one for each art form i.e. architecture, cinema, crafts and design, dance, literature, music, photographic art, theatre and visual arts), and the Central Arts Council, which acts as a 'joint body' to the 'art form' councils. The system also extends to the regional level in the form of thirteen regional arts councils.
